C1 – Power system development and economics
Study Committee C1 operates within the Croatian National Committee of CIGRE (HRO CIGRE), following the international CIGRE study-committee taxonomy. Its goal is to enable and promote the advancement of engineering and the international exchange of information and knowledge in its field.
Mission
To facilitate and promote the progress of engineering and the international exchange of information and knowledge in the field of power system development and economics. By synthesising contemporary practice and developing recommendations, to add new value to the existing knowledge in this field.
Scope
The scope of Study Committee C1 encompasses the economics and methods for the analysis and development of the power system: methods and tools for static and dynamic analysis, planning aspects and methodologies in various development contexts, asset management strategies, support to power system planners worldwide so that they can anticipate and successfully manage the power system and the emerging changes, opportunities and uncertainties, while respecting multiple different constraints.
Areas of particular focus are:
- System planning: Use of methods and tools for static and dynamic analysis of the power system in the process of planning the entire power system, including economic analyses. Preparation of development scenarios and methods in market-based and regulated organisations, and the engagement of all stakeholders in the public acceptance of the selected solutions. Development and application of new power system planning criteria and the reliability of its operation (security, adequacy, resilience). Increasing capacity through the use of risk analyses, advanced security assessments, and information, communication and power electronics technologies to improve the stability and dynamics of the power system. Future needs, requirements and economics of ancillary services in the power system and other system services. System planning issues in newly industrialised and developing countries, including urban areas.
- Asset management: Asset management strategies applicable across all parts of the power system, including the definition of appropriate procedures and rules for determining, for example, the total life-cycle cost of assets.
- Business management: The impact of new solutions and technologies on power system development in areas such as demand-side management (DSM), energy storage, and smart and advanced (active) distribution systems. The impact of pricing and tariff methods on transmission activities and system development, as well as priorities in the context of market design and the ownership structure of network activities.
- Interconnections – horizontal, vertical: Aspects of planning the development of transmission networks over very large distances and the cross-border interconnection of power systems. Interface and open issues in development planning between transmission and distribution, and supply between multiple participants / regions.
