C2 – Power system operation and control

Study Committee C2 operates within the Croatian National Committee of CIGRE (HRO CIGRE), following the international CIGRE study-committee taxonomy. Its goal is to enable and promote the advancement of engineering and the international exchange of information and knowledge in its field.

C2 – Power system operation and control

Mission

To enable and promote the advancement of engineering and the international exchange of information and knowledge in the field of power system operation and control. Through the synthesis of contemporary practice and the development of recommendations, to add new value to the existing body of knowledge in this field.

Scope

The scope of Study Committee C2 covers technical and human resources, institutional aspects, and the conditions for the secure and economical operation of power systems within security requirements, with the aim of avoiding system disintegration, equipment damage, and human injury.

Areas of particular focus are:

  • Control, monitoring, and switching of equipment, management of ancillary services (such as voltage control, frequency control), monitoring of operational limits, and procedures for maintaining security and avoiding disturbances (e.g. congestion management). Reserves and emergency strategies, disturbance management, strategies for improving system restoration and resilience, interaction between actors in the system. The use of PMU data (e.g. WAMS, WAMPS, and WAMPACS), their integration into the control centre environment, and their contribution to power system analysis and security assessment functions.
  • Developments and changes in the business of system operators and their integration into the development environment: the impact of energy transitions, changes in customer behaviour, integration of new technologies, management and operation of large energy storage facilities, operation of AC to hybrid AC/DC systems, including cross-border interconnection, as well as joint and coordinated activities between system operators, between transmission, distribution, and service providers. The consequences of greater penetration of renewable energy sources and distributed generation, increased exchange of information, and controllability of all voltage levels. Interaction with market participants, regulators, and service providers.
  • Evaluation and comparison of system performance in terms of frequency disturbances, supply interruptions, power quality, and the efficiency of operational planning, from both a technical and an economic perspective.
  • Requirements, methods, tools, and performance indicators for control centres and the training of operational personnel.
  • Short-term planning and coordination of capacity and network security calculations. The development and use of power system analysis and security assessment functions within operational planning and real-time monitoring, support for operational personnel. Process automation and optimisation, e.g. the application of corrective measures.
