C5 – Electricity markets and regulation

Study Committee C5 operates within the Croatian National Committee of CIGRE (HRO CIGRE), following the international CIGRE study-committee taxonomy. Its goal is to enable and promote the advancement of engineering and the international exchange of information and knowledge in its field.

C5 – Electricity markets and regulation

Mission

To enable and promote the advancement of engineering and the international exchange of information and knowledge in the field of electricity markets and regulation. Through the synthesis of contemporary practice and the development of recommendations, to add new value to the existing knowledge in this field.

Scope

The scope of Study Committee C5 covers the analysis of the impact of various market approaches and solutions on the planning and operation of power systems; as well as new structures, institutions, participants and stakeholders. The role of competition and regulation in improving the efficiency of the power system in delivering services to the end user.

Within this framework, additional specific areas are:

  • Market structures and products such as physical and financial markets and their mutual influence, contracts, internationally interconnected markets.
  • Techniques and tools to support market participants such as demand and price forecasting, profit estimation, financial risk management, etc.
  • Regulations and legislation such as regulatory objectives, allowances and constraints, regulation of electricity transmission prices and ancillary services, coordination of transmission and distribution and their interaction, international harmonisation, environmental and regulatory objectives, etc.
  • Development of markets and regulation, from wholesale at the transmission level to retail at the distribution level. The growing interaction of regulation and markets across all components of the power system, and the ability of markets and regulation to develop in an environment of dynamic and variable generation, demand and storage technologies.
  • Coordination of regulation, financing and trading of new assets and technologies, the spread of new market structures, including the trend of business decentralisation with distributed applications; remaining assets after the withdrawal of other units, consideration of legacy trading arrangements in new market circumstances.
